SEAFORD, DE - The Delaware State Police have arrested an Indiana man in connection to a fatal shooting in Seaford earlier in April.

Police say they were called to Clarence Street between Thomas and Chandler Streets on April 8 just before 6 p.m. on reports of a shooting. Upon arrival, police found a 32-year-old man suffering from multiple gunshot wounds. The victim was taken to a nearby hospital where he died. 

On Friday, April 11, police identified the victim as Rihem Frisby, of Seaford.

This was the second fatal shooting in Seaford within a month.

On April 17, Delaware State Police announced the arrest of Andy Dorgilus, 22, of Indianapolis, Indiana in connection to the fatal shooting. Police say Dorgilus was arrested on April 16 and charged with the following:

-Murder 1st Degree (Felony)

-Reckless Endangering 1st Degree (Felony)

-Possession of a Firearm During the Commission of a Felony (Felony) – 2 counts

-Conspiracy 1st Degree (Felony)

Dorgilus was taken to Sussex Correctional Institution on a $1,132,000 cash bond.

Delaware State Police continue to investigate this shooting and ask anyone with information to contact them at 302-741-2729.
