After completing the investigation and reviewing all available evidence, the AG's office determined that the officers involved did not commit a crime under Maryland law and therefore charges will not be brought against them.
Troopers say they responded to the area of southbound Route 1 and exit 119 around 5:40 a.m. on March 10 for reports of a shooting.
Through the course of an investigation, detectives say they identified 21-year-old Deandre Rogers as the suspect in the shooting. An arrest warrant was issued for Rogers' arrest.
